"The German social insurance system stands as
a model and is unmatched in the entire world."
The titles to the sketches in the four corners are: "Health Insurance", "Welfare for Invalids", "Old Age Penisons", "Welfare for widows and orphans." On the tree in the center it says: " From 1883 until 1913, the daily payments amount to 2 1/4 million Marks" Beneath the tree it shows that over this period 11 billion Marks were expended and compares the amounts spent in the various categories with France and England. England only achieved the level of Germany in 1912.
