Bio

For the past decade, Jude has been affiliated with the Berkeley High Reliability Organizations project, a loose affiliation of researchers around the globe who study how highly complex and technical organizations succeed against difficult odds.  He was formerly Assistant Professor - Research at the Stephenson Disaster Management Institute at the Louisiana State University EJ Ourso College of Business.  At LSU, his research focused on public administration and legal issues raised in the context of post-Katrina disaster management.  He has published widely in the areas of public administration, public policy and law, with emphasis on organizational and legal dimensions of risk analysis and risk management.  He completed a four year long project funded by the National Science Foundation at the Los Alamos National Laboratory, and has held research grants from the Louisiana Sea Grant - to study the impact of FEMA's Digital Flood Insurance Rate Maps on local building practices on the Gulf Coast - and a NSF Quick Response Grant.  He has worked or consulted with the Department of Homeland Security, the Federal Emergency Management Agency, the Louisiana State Office of Homeland Security and Emergency Preparedness, California Emergency Management Agency, The National Voluntary Organizations Active in Disaster (NVOAD), Catholic Charities USA, and a variety of national and regional nonprofit disaster response and relief agencies.  He has also consulted with a number of private sector organizations on bridging the public-private divide.  

Jude holds a Ph.D. in Jurisprudence and Social Policy and a professional law degree (J.D.) from the University of California, Berkeley.  He qualified for the California bar in 2005 and after working at one of the largest law firms in the world, has maintained a private practice for the last three years.  Jude is recently married and has a beautiful four year old daughter.  He has backpacked the Sierras, spent time in 35 countries and spends his spare time outdoors with his family on the Central Coast.
