General Guidelines for Developing Web Pages
Here are some suggestions that will help increase the usability of your web site:
Avoid
PDF for onscreen reading
Don't
require the most recent version of a browser/plug-in, use
the previous version instead
Include
an Alt Text tag with every image
Don't
depend on visual navigation only, provide a text based
navigation method
If
using rollovers for navigation the base image should be
clearly understood
